Here is the second half of Senator Pipkin’s testimony before the AELR Committee on the Maryland Department of the Environment’s Best Available Technology (BAT) regulations.
You will not get to see this information anywhere else, but this is what is wrong with Annapolis and what is happening to your representative form of government. The Executive Branch through its agencies like the Department of Planning and the Maryland Department of the Environment are taking over the functions of the legislative branch of government by virtue of their issuance of regulations that take away private property rights and the sovereignty of local government.

Senator E.J. Pipkin addressed the Administrative, Executive, Legislative Review Committee on the Maryland Department of the Environment’s proposed “Best Available Technology” (BAT) regulations. This tells you what no one in the press is reporting about how the MDE is an organization out of control.
