This is the first of several videos from yesterday's hearing before the AELR committee. You will not get to see this information anywhere else, but this is what is wrong with Annapolis and what is happening to your representative form of government. The Executive Branch through its agencies like the Department of Planning and the Maryland Department of the Environment are taking over the functions of the legislative branch of government by virtue of their issuance of regulations that take away private property rights and the sovereignty of local government.

Delegate Smigiel is absolutely right about low density sprawl and the devastating effect that it would have on Maryland's farmland. MDP either does understand low density sprawl or the pretends not to understand low density sprawl; both are very concerning!

Well, this is a war on rural Maryland. Based on the actions of the governor and the progressives in the House & Senate this legislative session, why would they not take one more shot at Western Maryland? If they can continue to make things financially difficult for us, they figure we will cave and beg them to come to our rescue. They don't know us very well, do they? And as I'm sure Governor O'Malley has aspirations beyond Annapolis - I hear Egypt and Libya may be looking for a new tyrant - helping to hamper the coal industry is nothing more than a resume enhancer for this progressive tool as he makes a play for a D.C. job. Anything that will assist POTUS's campaign promise to make energy costs necessarily skyrocket will be seen as a badge of honor.

You misunderstand the effects of this bill. It will not concentrate new development and prevent sprawl into surrounding farmland it will create sprawl into the surrounding farmland.

Right now, if you want to put up 100 homes you can get increased density to put them in one area thus preventing building upon the surrounding farmland. If this bill passes in order to build the 100 homes with septic you would have to divide the 100 homes up into small subdivisions of 4 homes or less, which would be spread out over many miles of farmland. This bill is a disaster if you are in favor of preventing urban sprawl.

We must all do our part to protect our Bay! Governor O’Malley’s progressive thinking will not only help save the Chesapeake Bay, but it will reduce costs to taxpayers by concentrating growth in growth areas instead of on productive farming lands. On with the legislation!

thank you Mr. Pipken and Mr. Smigiel for getting this blog up and running. high time that rural md is given consideration in our state. i am fortunate to be from western md where someday the option to succeed to west virginia could gain some footing. not sure what options the eastern shore could consider, but our current legislation in annapolis certainly does not represent rural views and values

We welcome any help you can provide George in pointing out other instances where the State Government is treating the rural areas as second class citizens.

Thanks, Caroline County Farmer for the comments we are going to continue to fight to get the Governor to back off of his most recent attack on the use of septics and the restrictions on how farmers can use their land. Under his new plan a farmer would only be able to sub-divide the farm one time.
